Construction of Soong-i underpass, speeding up

Sungin Underpass, which has been delayed for more than a decade due to controversy over the penetration of the bridge, will make its first shovel early next year. It has been more than 20 years since the road opening project was launched along with Songhyeon Overpass and Ssanggul Tunnel. The complex community center, which will be built in the upper space of the underground roadway, was selected for the government's "Social Overhead Capital (SOC) contest.

 

The Incheon Metropolitan Government announced on the 9th that construction of Sungji Underpass will begin in January.

 

The 380m section of Soongji Underpass connecting Songnim-ro and Yudong Samgeori corresponds to the three sections of the road connecting Dong-gu and Jung-gu. Design services are currently in progress.

 

Initially, the construction period of Sungji Underpass was from 2006 to 2010. However, there was a backlash from residents, saying, "An industrial road that undermines the historical and cultural identity of Baedari while crossing the downtown village." The project has not progressed due to the controversy over the "Baedari Penetration Road." It was only in August 2019 that the thread was lifted by agreeing to ban traffic of vehicles over 5 tons and operate a resident monitoring team through the public-private council. The Residents' Countermeasure Committee also withdrew its request for "full disposal."

 

Sungji Underpass is scheduled to be completed in the first half of 2025. The remaining sections of the connecting road, Songhyeon Overpass (section 1) and Songhyeon Tunnel (section 2), will be opened with the completion of the Soongji Underpass. Construction of Songhyeon Overpass and Songhyeon Tunnel has already been completed, but they remain unopened.

 

An official from the city's general construction headquarters said, "The construction of underground roads usually takes about three years. There is also a difficulty in working because it has to pass through the lower part of the Gyeongin Line, he said.

 

A park and a "Baedari Complex Community Center" will be created in the upper space of Soongji Underpass. The complex community center has a total floor area of 6,936 square meters with four floors above the ground. Cultural centers, libraries, gymnasiums and parking lots (161 sides) will be built. The total project cost is 15.953 billion won (4.48 billion won in state funds and 11.47 billion won in local expenses).

 

The Baedari Complex Community Center was selected for the "Life SOC Complex Project" contest organized by the Office for Government Policy Coordination, paving the way to receive government funding.

 

Heo Jong-sik (Donggu Michuhol-gugap), a lawmaker of the Democratic Party of Korea, said on the same day, "The complex community construction project will be selected as the target of SOC complexation next year and 4.5 billion won will be provided by 2024."
